2 (7.2 oz.) bags plain bagel chips, 3 minced garlic cloves, 2 teaspoons Italian seasoning, 1/2 cup freshly grated Parmesan cheese, 1 (2 lb.) package honey smoked salmon, 1 bunch fresh dill weed, 2 (8 oz.) packages cream cheese with chives and onions, 1 (4 oz.) jar wild non-pareil capers, 3 lemons cut into wedges, 3 sliced tomatoes and 1 red onion thinly sliced for garnish.
Preheat oven to 350 degrees. In a bowl mix the garlic, Italian seasoning, and cheese. Arrange the chips on the cookie sheet and sprinkle the cheese mixture on top of the chips. Bake for approximately 5 minutes or until the cheese melts, whichever comes first. Remove from oven allow to cool.
Drain capers and chop. In a bowl combine the cream cheese, and capers, mix well, set aside. Lay out the salmon, roll the salmon and set on top of the bagel chip, pipe the cream cheese mixture into the rolled up salmon, top with a sprig of dill weed.
